Federal Government Proposes Digital Safety Legislation
The federal government has unveiled a significant piece of digital safety legislation, advocating for a prohibition on social media access for individuals under the age of 16. Technology giants are already deploying age assurance methodologies to estimate the ages of their users.
Understanding Age Assurance
Age assurance refers to the collective range of practices by tech platforms aimed at determining a user’s age. This encompasses mechanisms like age declarations—those persistent “click to verify you’re 18” prompts that internet users have become all too familiar with over the years.
In a more contemporary context, tech firms have started to utilize “age estimation,” deploying artificial intelligence to approximate a user’s age grounded on various parameters, including online behavior and the type of images shared.
Conversely, “age verification” signifies any method compelling a user to substantiate their age, such as through government-issued identification.
Technological Insights from Google
In a forward-thinking move, Google, a colossal player in the tech industry, declared last year its intent to initiate age assurance functionalities in the United States. Most recently, it announced the expansion of these technologies to Canada.
This approach scrutinizes factors such as a user’s search activities and the kind of videos they encounter on YouTube. Google asserts that it does not harvest any extraneous information for the purpose of age assurance.
Enhanced Protections for Underage Users
When users are identified as minors by Google, additional safeguards are implemented on their accounts.
These measures incorporate features like reminders encouraging users to take breaks, content recommendation limitations, the disabling of personalized advertising, and the restriction of access to apps confined to an adult audience.
Should the technology mistakenly flag an adult as being under 18, individuals may verify their age using tools such as government-issued identification, a selfie, or a credit card verification.
Data Management Practices
In instances where users opt for government ID, Google will retain the birthdate associated with their account but will eliminate the ID shortly thereafter.
The company has indicated its intention to utilize the PrivateID service for selfie analysis, which will enable an assessment of whether a user is of age without providing the actual image or precise age, nor retaining the visual data.
Meta’s Age Identification Protocols
In a parallel initiative, Meta employs a strategy that shifts users suspected of being under 18 into teen accounts.
These accounts are fortified with additional protections that limit contact exposure and the range of content accessible to the user. Moreover, AI is leveraged to expunge individuals believed to be under 13 from its services entirely.
In a blog announcement, Meta explained its approach involves using AI to meticulously assess entire profiles for contextual indicators—such as birthday celebrations or schooling references—enabling the company to determine if an account is likely associated with a minor.
Targeted Analysis of User Content
This analytic work entails examining posts, comments, bios, and media captions. Should an account be flagged as potentially underage, it will face deactivation, necessitating age verification from the account holder to avert deletion.

In recent developments, Meta also revealed plans to implement visual analysis technology, which empowers its AI to sift through photos and videos for visual indicators of age.
Notably, this technology does not engage in facial recognition or identify individuals depicted in the images.
