In the U.S., companies may voluntarily submit models for testing by the Center for AI Standards and Innovation (CAISI), though some legislators have advocated for federally mandated reviews.

“In an ideal scenario, both nations would collaborate to develop safer models, establish common standards for pre-release testing, and delineate boundaries for the most advanced open models,” Loke emphasized.

Varied Perspectives on Chinese AI Models

A divide exists among U.S. officials and industry leaders regarding the appropriate response to Chinese AI models, which currently constitute approximately 60% of token utilization by U.S. firms on the OpenRouter platform.

OpenAI and Anthropic have actively lobbied against lower-cost Chinese models, alleging that these could jeopardize their business frameworks.

OpenAI’s lead strategist, Dean Ball, expressed on X that the Trump administration could introduce significant regulatory risks around the adoption of open-weight Chinese models by U.S. companies.
