Significant Advances in Uttar Pradesh’s IT and Electronics Sector

Lucknow: In a recent discourse regarding the Budget 2026–27, Chief Minister Yogi Adityanath highlighted the substantial progress achieved by Uttar Pradesh over the last nine years in the realms of information technology and electronics.

He asserted that the state now accounts for an astounding 55% of the nation’s total smartphone manufacturing.

Moreover, Yogi pointed out that Uttar Pradesh has asserted its dominance in electronic component production, contributing nearly 60% of the nation’s supply.

The Chief Minister further remarked on the state’s swift advancements in the semiconductor industry, with notable investments from leading global semiconductor corporations spurred by international investment initiatives.

On February 21, Prime Minister Narendra Modi is scheduled to inaugurate a fab unit in Gautam Buddha Nagar, a project backed by prominent global firms in collaboration with local enterprises.

The government is actively pursuing an impressive investment target of ₹32,196 crore for semiconductor-related endeavors, complemented by substantial budgetary allocations to bolster electronic manufacturing.

Uttar Pradesh has also experienced remarkable growth in IT exports. In the fiscal year 2015-16, software exports were a modest ₹15,000 crore, but this figure has surged to an estimated ₹75,000 to ₹80,000 crore, underscoring the state’s burgeoning technological capabilities and talent pool.

Adityanath noted the once-absent startup culture in the state, which now boasts over 20,000 registered startups. He emphasized that the previous “startup culture” was marred by illicit activities, contrasting it with the current ecosystem that fosters innovation and entrepreneurial spirit.

Notably, nearly half of these registered startups are spearheaded by women, indicative of the growing empowerment of women and encouragement for entrepreneurial pursuits within the state. Uttar Pradesh has garnered recognition as a Leading Performer in the National Startup Ranking.

The Chief Minister announced a comprehensive initiative termed ‘AI Pragya,’ aimed at educating citizens and government personnel in Artificial Intelligence.

The government is collaborating with significant corporations across the nation to implement training programs, thus equipping the populace with skills in emerging technologies.

He noted that training sessions for legislators in AI commenced last year, reiterating the necessity for their continuity.

Additionally, the Uttar Pradesh government is implementing specialized programs to bolster self-sufficiency in electronic components and encourage greater participation in global value chains.

To empower the tech-savvy youth, the government has laid plans to extend skill training in Augmented Reality (AR), Virtual Reality (VR), and Extended Reality (XR) to 25 lakh individuals, with specific budget allocations earmarked for this purpose.

AR technology enriches reality by superimposing digital elements, such as navigation aids or 3D models, through devices like glasses or smartphones. This widely sought technology is prevalent in gaming and various applications, and the government aims to sharpen youth competencies in this area.

Elaborating on VR technology, the Chief Minister described how users don headsets to immerse themselves in entirely simulated environments, potentially exploring historical sites from the comfort of their homes.

The employment prospects in tourism, education, and entertainment sectors via VR technology are considerable, prompting the government to allocate ₹100 crore for VR-centered skill development initiatives.

Yogi Adityanath elucidated that XR combines both real and digital realms, enabling interactions with digital objects integrated into physical spaces.

The administration intends to harness this technology to forge new opportunities within tourism and other sectors. For the inaugural time, specific provisions for these emerging technologies have found their way into the Uttar Pradesh budget.

Furthermore, funds have been secured to establish an AI Center of Excellence in the state. U-Hubs—comprising plug-and-play, incubation, and innovation centers—will be established in Lucknow and Gautam Buddha Nagar, providing vital resources, mentorship, and infrastructure to startups, youth, and entrepreneurs in a single location.

In conclusion, the Chief Minister asserted that these endeavours signify Uttar Pradesh’s evolution beyond the “BIMARU” label. He noted that the state’s image has undergone a significant transformation, a testament to the government’s unwavering efforts in this direction.
