Google Introduces Age Assurance Technology in Canada

Google is set to implement its age assurance technology, designed to utilize artificial intelligence for the identification of underage users, across Canada.

In a recent blog post, the company elaborated, “Our age estimation model employs machine learning to analyze various signals linked to a user’s account, including the nature of searches conducted and the categories of videos consumed on YouTube.”

Upon detecting an underage individual, Google will adjust the user’s account settings to enhance protections, encompassing stricter controls on content recommendations.

Should the system wrongly classify an adult as under 18, Google has provided a recourse: users may confirm their age through methods such as presenting a government-issued identification or a selfie.

“In the forthcoming days, we will initiate a phased rollout of this technology in Canada, carefully tracking its progression as we broaden accessibility,” communicated Jeanette Patell, director of government affairs and public policy at Google Canada.

Patell assured that the initiative would not entail gathering any new information beyond what is already associated with the user’s account.

“The proliferation of age assurance technology is notable, and we are encouraged by its growing acceptance among various companies in recent months,” wrote Patell.

“While some advocate for a universal age verification system, we believe that the onus of liability and responsibility should reside with each service provider—the developer, the publisher, the app creator—who possess the best understanding of their own user base and services.”

The rising adoption of age assurance technology coincides with a global trend, wherein governments, including Canada, are instituting age restrictions for social media usage.

Meta has already begun deploying AI to detect underage users and transition them to teen accounts within Canada.

The company announced in September its intention to extend trials of this technology to countries outside the United States, including Canada.

Meta identifies potential underage accounts by analyzing contextual cues, such as birthday celebrations.

In May, the company revealed that it would incorporate “visual analysis”—an AI-driven methodology that scans images and videos for visual indicators of age.

In the United States, Meta pledged to implement child protection measures, including enhanced mechanisms for identifying underage users, following a significant legal settlement. However, the company confirmed these updates would not be applied within Canada.

Google’s announcement aligns with the Liberal government’s recent introduction of digital safety legislation, Bill C-34.

This proposed legislation, which has yet to become law, would necessitate that social media platforms provisionally block access for users below 16 years of age.

The specifics of how age verification will be operationalized remain undecided; the government has expressed intentions to consult with platforms regarding methodologies.

In December, Australia became the first nation to enforce age restrictions for social media, instituting a law that mandates platforms to undertake reasonable measures to prevent access for users under 16. Notably, the law does not specify age verification standards.

In the United Kingdom, existing legislation outlines seven distinct methodologies for age verification required for lawful access to adult content.

These methods include facial age estimation (utilizing a third-party service that employs live imagery for age estimation), digital ID, or verification through a credit card, mobile network operator, or bank. Additionally, it allows for email-based age estimation via a process assessing historical usage of the email address.
