Launch of National Cybersecurity Center in the Philippines

The Department of Information and Communications Technology (DICT), in collaboration with the Korea International Cooperation Agency (KOICA), has inaugurated a significant initiative, entailing a $25.6 million investment, directed towards establishing a National Cybersecurity Center.

This state-of-the-art facility will feature a persistent 24/7 monitoring and control system, explicitly designed to address and mitigate cyber threats and emergencies.

This ambitious project aims to create a national cyber monitoring infrastructure that remains operational throughout various crises, while simultaneously enhancing institutional and technical capabilities necessary for the prevention, detection, response, and recovery from cyberattacks.

The official commencement of the initiative took place at an inception workshop on August 25 in Quezon City.

The event brought together representatives from various Philippine government agencies, foreign embassies, and international development organizations, marking a collaborative stride towards stronger cybersecurity measures.

Jung Youngsun, the KOICA Philippines country director, emphasized that this venture is the largest single project the agency has undertaken within the Philippines, underscoring its significance in enhancing the nation’s digital security framework.

In addition to the establishment of the National Cybersecurity Center, the project encompasses cybersecurity capacity-building programs and initiatives aimed at cultivating a larger pool of information security professionals within the country.

Rodil Aniban, the acting undersecretary for cybersecurity at DICT, highlighted that this initiative presents an invaluable opportunity for government entities and stakeholders to evaluate the current state of the nation’s cybersecurity capabilities and to identify necessary priorities for advancement.

“This collaboration allows us to unite our government partners, stakeholders, and experts, fostering a collective understanding of our prevailing cybersecurity environment while pinpointing the strategic pathways for future enhancements,” Aniban remarked.

This initiative proceeds as a continuation of the Memorandum of Understanding on Technology, Digital, and Innovation Development Cooperation, which was signed during the Korea-Philippines Summit held in March.

A consortium led by the Korea Internet & Security Agency (KISA) will act as the implementing agency, offering the technical and institutional support needed for the realization of this project.

The inception workshop witnessed participation from representatives across 25 Philippine government agencies, including the Bangko Sentral ng Pilipinas, Bureau of Internal Revenue, Commission on Elections, Department of Finance, Department of Science and Technology, National Telecommunications Commission, Philippine Statistics Authority, and the Philippine National Police Anti-Cybercrime Group.

Additionally, diplomats from the embassies of South Korea, Canada, the United Kingdom, the United States, and Australia, along with representatives from the Japan International Cooperation Agency and Deutsche Gesellschaft für Internationale Zusammenarbeit, were in attendance.
