The US Department of State has unveiled a competitive initiative to award up to $200 million in foreign assistance funding.
This strategy is designed to expedite the distribution of secure, high-quality, and economically accessible smartphone devices throughout the Indo-Pacific region.
In an official statement, the State Department has expressed its desire for innovative proposals aimed at enhancing the competitiveness of next-generation smartphones running on reliable operating systems (such as Android or iOS) via the Edge AI Package.
The objective is to integrate the next billion internet users into an open, interoperable, and innovation-driven software ecosystem. This initiative aligns with the vision of Pax Silica, fostering a flourishing, interconnected Indo-Pacific by equipping millions with tools for AI innovation and entrepreneurship.
Moreover, it provides a market-oriented alternative to less secure vendors, counteracting pricing distortions from untrusted providers while promoting a dependable AI software framework—an essential aspect of U.S. endeavors to ensure that the digital infrastructure of allied partners remains secure, autonomous, and free from external pressures.
Application Process and Protocol
According to the announcement, “Interested entities should contact [email protected] for further information and technical specifications. The application window will be open for 90 days. Funding is dependent on resource availability and Congressional notification.”
Fortifying Alliances through Pax Silica
Pax Silica is a U.S.-spearheaded initiative established in December 2025, aimed at fortifying the global AI and semiconductor supply chain while mitigating reliance on non-aligned nations.

This alliance comprises the U.S., Japan, South Korea, and other trusted allies, with the goal of ensuring that advanced AI technologies remain within democratic nations.
