Warning Issued on China’s Advancements in AI
The United States congressional advisory body has delivered a sobering advisory to the nation’s foremost artificial intelligence (AI) enterprises: China’s AI landscape has not merely reached a competitive threshold but is surging ahead in ways that mere export limitations on chips cannot impede.
According to a recent report from Reuters, the US-China Economic and Security Review Commission unveiled findings on Monday, March 23, asserting that China’s supremacy in open-source AI is establishing a “self-reinforcing competitive advantage.”
This advancement allows Chinese firms not only to survive but also to actively compete against their US counterparts, despite restrictions barring them from accessing cutting-edge AI processors.
Chinese Innovation Flourishing Despite Chip Restrictions

Since the inception of export curbs in 2022, which were aimed at preventing China’s acquisition of high-performance AI processors, the efficacy of such measures is now under intense scrutiny.
Prominent Chinese entities such as Alibaba, Moonshot, and MiniMax have successfully created large language models at significantly lower costs, achieving remarkable standings on global usage indices on platforms like HuggingFace and OpenRouter.
As highlighted by the commission, “This open ecosystem enables China to innovate near the frontier despite substantial compute limitations. Chinese laboratories have significantly closed the performance disparities with leading Western language models.”
Moreover, the commission indicated that by making models accessible as open source, Chinese AI firms are rapidly disseminating their technologies to developers and businesses worldwide, resulting in exponential adoption. “The proliferation of open models creates alternative pathways to AI leadership,” the report observed.
Structural Advantages in Future AI Developments
Furthermore, the commission cautioned regarding the impending evolution of AI, asserting that as the industry transitions from conversational AI to agentic and embodied AI, China may possess structural advantages that are far more daunting to surmount than mere gaps in chip technology.
Beijing’s methodology of integrating AI across manufacturing, logistics, and robotics on an expansive scale is generating indispensable real-world operational data, which is challenging to replicate within laboratory settings. This type of training data is being amassed from deployed AI systems at an unparalleled rate.
Michael Kuiken, vice-chair of the commission, remarked in an interview with Reuters, “There’s a notable gap in the deployment of embodied AI between the US and China. This is a disparity that will likely compound over time… We are beginning to witness that compounding now.”

China has formally classified embodied AI as a crucial strategic industry, and numerous leading humanoid robotics companies are poised for public offerings this year, indicative of Beijing’s significant investment in this burgeoning sector.
