Leadership Transition at Berks Career & Technology Center Education Foundation
The Berks Career & Technology Center Education Foundation (BCTCEF) has appointed Mr. Robert A. Heckman as its new Board President. This leadership change follows the tenure of Gavin Milligan, the Foundation’s inaugural Board President, who dedicated two years to the role. Milligan will remain an integral part of the board as a trustee and a member of the Development Committee, directing his efforts towards promoting economic and workforce development initiatives.
Mr. Heckman arrives with an extensive background in public service and industry. With a steadfast commitment to career and technical education, he spent 36 years on the Oley Valley School Board. His representation of Oley Valley on the Berks Career & Technology Center’s Joint Operating Committee (JOC) spanned 20 years, including a two-year tenure as Chair. In this capacity, he collaborated with representatives from 16 sending school districts, fostering support for career and technical education and workforce readiness endeavors throughout Berks County.
In his professional journey, Mr. Heckman retired from Carpenter Technology Corporation, where he distinguished himself as a Metallurgist and Senior Manager in diverse technical domains. His nuanced understanding of governance, quality assurance, and manufacturing offers both strategic foresight and operational acumen to the Foundation’s leadership.
“It is an honor to be entrusted with this leadership role at such a pivotal time in the Foundation’s development,” expressed Mr. Heckman.
“Career and technical education is essential for equipping students with practical skills, fostering confidence, and creating career pathways. The urgent need for workforce development in Berks County and beyond is instrumental for the future prosperity of numerous industries and institutions. As enrollment figures continue to rise, it is imperative that we bolster the students, staff, and programs at BCTC. I eagerly anticipate collaborating with our dedicated board, school districts, local officials, industry experts, educational leaders, and community partners to elevate opportunities for BCTC students.”
During Mr. Milligan’s presidency, the Foundation established a robust governance framework, initiated early developmental projects, and engaged closely with BCTC’s administrative team to delineate strategic funding priorities. The Foundation’s mission centers on enhancing opportunities for students and educators through scholarships, instructional resources, program support, and advocacy efforts.
