NITDA Unveils National Software Quality Assurance Framework
In a strategic move aimed at mitigating the financial ramifications of IT failures, bolstering cybersecurity measures, and fostering public confidence in digital governance, the National Information Technology Development Agency (NITDA) has officially inaugurated the National Software Quality Assurance (SQA) Framework.
This framework, ratified by NITDA’s Director-General and CEO, Kashifu Inuwa Abdullahi, is enacted under the auspices of the NITDA Act of 2007.
It delineates comprehensive standards for the design, testing, and deployment of software across Federal Government institutions, regulated sectors, and the broader digital landscape.
By consolidating three complementary regulatory instruments, the newly launched framework presents a cohesive national standard.
The National Software Development Guideline stipulates rigorous lifecycles, adheres to OWASP secure coding principles, mandates standardized system documentation, and ensures compliance with WCAG 2.1 AA accessibility criteria for user-facing digital interfaces.
Complementing this, the National Software Testing Guideline delineates pre-deployment standards governing functionality, cybersecurity, performance under peak loads, and system interoperability.
Moreover, the Software Testing Organisations Licensing (STOL) Guideline provides a regulatory framework for accrediting independent, third-party Licensed Software Testing Organisations (LSTOs) tasked with appraising and certifying software applications prior to their public release.
Under this new regulatory schema, compliance is non-negotiable for obtaining IT Project Clearance. Consequently, all federal software endeavors must undergo independent evaluation and receive formal certification before deployment.
To adeptly manage operational risks, the framework employs a tiered classification system, categorizing software into three classes: Class A, denoting high-risk critical infrastructure; Class B, representing moderate-risk enterprise platforms; and Class C, applicable to low-risk internal tools.
High-stakes Class A systems, encompassing core banking switches, national identity management frameworks, and power grid control operations, must undergo in-depth penetration tests, specialized audits, and comply with the highest security mandates set forth by leading accredited testing authorities.
NITDA emphasizes that the regulatory transformation renders three pivotal national advantages. First, it safeguards taxpayer investments by ensuring consistent, glitch-free digital services that shield against system failures and cyber threats.
Second, it creates a regulated sphere for independent software testing, promoting indigenous technological entrepreneurship and generating skilled employment opportunities for Nigerian engineers.
Additionally, reinforcing stringent quality assurance mechanisms enhances international confidence in domestic software, empowering Nigerian developers to vie effectively on the global stage and attract foreign direct investment.
Director-General Kashifu Inuwa Abdullahi remarked that quality is foundational to digital trust. He asserted that the framework guarantees that any software solution available to Nigerians adheres to rigorous standards of security, reliability, and interoperability.
Furthermore, he noted that this initiative aims to modernize governmental technology while positioning Nigerian software favorably in the international marketplace.
The SQA Framework is set to be fully operational by the second quarter of 2027.
During the interim period, NITDA is scheduled to conduct nationwide stakeholder engagement sessions, capacity-building initiatives, and formal accreditation for prospective software testing entities.

Additionally, the agency will release an Expression of Interest (EOI) for testing organizations seeking licensing, thereby providing local tech firms with significant opportunities to align their technical expertise with the new national benchmarks.
