HÀ NỘI — The burgeoning digital economy in Vietnam necessitates a robust regulatory framework, alongside a strategic pivot towards environmentally sustainable practices. These insights emerged from a forum convened on Monday in Hà Nội, within the auspices of the First Glorious Spring Fair.
Organized by the Vietnam E-commerce and Digital Economy Agency, the forum addressed critical strategies to bolster regulatory compliance, encourage market participation, and promote the green and sustainable evolution of the e-commerce sector.
Deputy Director Hoàng Ninh emphasized that Vietnam’s e-commerce landscape has emerged as a vital component of the contemporary distribution matrix, significantly influencing business competitiveness, supply chain efficacy, and consumer satisfaction.
With an impressive annual growth trajectory of approximately 25%, the e-commerce market has blossomed to reach online retail sales of around US$31 billion, representing 11% of total retail revenues. Notably, nearly 60% of the country’s populace actively engages in online shopping.
However, Ninh highlighted that e-commerce advancement is markedly uneven across Vietnam. A pronounced disparity exists between urban hubs and rural or mountainous areas, primarily attributable to limitations in digital infrastructure, logistics systems, workforce capabilities, and entrepreneurs’ readiness for digital metamorphosis.
In response to these challenges, a comprehensive framework is underway, slated for the 2027-2030 timeline, aimed at promoting e-commerce accessibility in mountainous and border regions.
This initiative aspires to bridge the digital chasm, expand opportunities for marginalized communities, and ensure an inclusive e-commerce environment nationwide.
Moreover, enhancing digital competencies is indispensable. Clearer operational guidelines will be stipulated for businesses to foster compliance, bolster market confidence, and underpin sustainable growth.
Ninh asserted that 2026 will be a watershed year, marking the implementation of Vietnam’s Law on E-commerce and the national development plan through 2030. This strategic vision prioritizes transparency, consumer protection, and an emphasis on green, circular economic models.
The recently legislated Law on E-commerce creates a comprehensive legal framework encompassing all market participants and innovative business models, fortifying oversight, consumer safeguards, and market discipline to a significant degree.
E-commerce platforms will encounter heightened responsibilities regarding seller verification, data management, product recall protocols, and transparency, along with new stipulations governing livestream sales and affiliate marketing.
Additionally, the law delineates the obligations of cross-border e-commerce platforms, mandating the establishment or authorization of legal entities within Vietnam to fulfill their regulatory duties.

This legislative framework underpins Vietnam’s strategy to cultivate green and sustainable e-commerce while streamlining logistics, operational practices, and supply chains—all while mitigating environmental repercussions.
