Asia Pacific University of Technology & Innovation (APU) has marked a significant achievement, transitioning from an educational institute to a prominent provider of professional services.
The university proudly announces that it has become the first and sole higher education entity licensed by the National Cyber Security Agency (NACSA) under the Cyber Security Act 2024 [Act 854] to offer Cybersecurity-as-a-Service (CaaS).
With NACSA’s endorsement, APU’s Forensic & Security Research Centre (FSeC) is now officially authorized to implement Vulnerability Assessment and Penetration Testing Services, as well as Managed Security Operations Centre Monitoring Services.
Among over 320 licensed institutions nationwide, APU stands out as the only academic entity entrusted with these duties, reflecting its capabilities in alignment with professional cybersecurity benchmarks.
This initiative, rooted in APU’s commitment to Environmental, Social, and Governance (ESG) principles, notably illustrates how academic institutions can fulfill immediate societal demands. CaaS not only bolsters cybersecurity across diverse Malaysian industries but also plays a pivotal role in advancing human capital development.
The project is propelled by an adept team spearheaded by Professor Dr. Vinesh Thiruchelvam, APU’s Chief Innovation and Enterprise Officer; Assistant Professor Dr. Julia Juremi, Head of the Forensics and Cyber Security Research Centre (FSeC); Cybersecurity Engineer Reshiwaran Jegatheswaran; and Technical Team Lead Zaid Ahmad, supported by a cohort of students selected from over 1,500 undergraduates and postgraduates enrolled in cybersecurity programs.
“With FSeC-CaaS, APU exemplifies how academic institutions can substantially enhance national cybersecurity capacity,” stated Dr. Julia Juremi.

FSeC-CaaS is set to deliver an array of comprehensive cybersecurity services meticulously tailored for small and medium enterprises (SMEs), ensuring that these businesses gain access to enterprise-grade solutions that would otherwise be unattainable. The services offered include:
- Security Audits: Comprehensive evaluations of cybersecurity preparedness accompanied by actionable insights.
- Penetration Testing: Ethical hacking procedures designed to discover and address vulnerabilities.
- Network Configuration & Hardening: Enhancing firewalls, VPNs, and wireless networks to repel intrusion attempts.

Since its inception in 2024, APU asserts that FSeC-CaaS has undertaken numerous engagements, including the security evaluation of the Malaysian government portal, Portal Pertukaran Suka Sama Suka, in August 2025, showcasing the university’s ability to deliver cybersecurity solutions consistent with national standards.
By intertwining academic education with professional service, APU claims to offer immediate protection for businesses while equipping students to emerge as industry-ready cybersecurity experts.
