The forthcoming reforms in the Goods and Services Tax (GST) landscape are set to significantly ameliorate the compliance challenges faced by small e-commerce vendors.
Effective November 1, measures such as simplified registration, expedited refund processes, and streamlined documentation protocols are anticipated.
An official revealed these developments following the 57th GST Council meeting held on October 8, with changes slated for implementation in phases.
Administrative modifications are expected to commence on November 1, 2026, while alterations necessitating legislative amendment are earmarked for April 1, 2027.
Notifications and circulars detailing these procedural changes have received the green light from the legal department and are expected to be disseminated on Friday, according to the official.
The reforms encompass an array of processes, including registration, returns, refunds, and adjudication, all designed to minimize bureaucratic paperwork, enhance the efficiency of tax administration, and broaden the accessibility of the national market for small sellers.
Easier registration for small e-commerce sellers
Small suppliers that sell products via e-commerce platforms across various states and Union territories are poised to find their trajectory of expansion remarkably more straightforward under the envisioned alterations.
Vendors lacking a physical establishment in each state or Union territory where their inventory is housed will now have the latitude to designate an e-commerce operator’s warehouse in that locality as their Principal Place of Business, contingent upon specific stipulations. These stipulations include the passing on of input tax credit up to Rs 2.5 lakh each month.
To register, sellers will need to establish a legitimate presence in at least one state, where they will undergo physical verification and Aadhaar authentication.
Thereafter, they can secure registrations in additional states with the consent of the respective e-commerce platform, without necessitating further engagement from a tax officer.
This initiative is projected to bolster approximately 9.5 lakh small sellers, facilitating their entry into the national market without the prerequisite of establishing physical offices in each state that holds their inventory. It aims to foster enhanced tax equity among competing e-commerce business models.
Unified documents to streamline GST registration
The government intends to circulate a detailed circular delineating the requisite documentation and information for GST registration.
The GST REG-01 application form is set to incorporate dropdown options for the stipulated documents and information required, providing both applicants and tax officers with enhanced clarity regarding submission demands.
Furthermore, the GST portal will undergo modifications to render the application process more user-friendly, featuring improved navigation, dropdown lists, and tooltips.
These modifications aim to decrease application rejections and minimize follow-up inquiries stemming from missing or erroneous information, thus expediting registration processing.
Faster refunds with less officer intervention
The proposed enhancements also aspire to hasten the refund process through the automation of certain facets.
Refunds for excess balances within the electronic cash ledger will be sanctioned autonomously by the system, eliminating the need for tax officer involvement.
Additionally, the timeframe for issuing acknowledgments or deficiency memos will be reduced from 15 days to a mere 10 days.
Concerning refund applications linked to zero-rated supplies and the inverted duty structure, 90% of the claimed sum will be provisionally sanctioned through an automated framework, devoid of officer participation, predicated on risk identification and evaluation by the system.
These measures seek to elevate the velocity of refunds and mitigate the working capital pressures confronting businesses.
Rs 10,000 threshold for GST notices

To alleviate compliance burdens and curtail litigation, the government is poised to establish a threshold of Rs 10,000 for the issuance of show-cause notices.
This measure constitutes part of the dispute-resolution reforms endorsed by the GST Council, with its implementation timeline hinging on the requisite changes necessary to actualize the relevant decisions.
