Microsoft and Nvidia Leaders Support Open-Weight AI Models Amid US Crackdown

In the wake of allegations made by a Trump administration official suggesting that Moonshot AI’s Kimi K3 has cloned American technology, high-profile executives from Microsoft and Nvidia are discreetly advising the White House to resist imposing bans on open-weight AI models developed by Chinese firms.

On Friday, Satya Nadella, CEO of Microsoft, along with Nvidia’s Jensen Huang, disseminated a public letter highlighting the significance of open-weight AI models—these are models theoretically available for anyone to download and implement, provided they possess adequate computational resources.

“The world requires both frontier closed models and frontier open models,” Huang articulated in his inaugural post on X.

“Open-weight models are integral to a robust AI ecosystem,” Nadella stated in his own tweet.

Distinct from open-source software, open-weight models do not expose the underlying training code and data, maintaining secrecy in their development processes.

Nevertheless, these open-weight models—where Chinese enterprises have demonstrated notable capability—are freely downloadable, thereby exerting competitive pressure on closed-source alternatives that necessitate users to access via leading providers like OpenAI.

Moonshot’s Kimi 3, an imminent open-weight model, has stirred considerable attention, suggesting it could rival the foremost US AI offerings.

The letter emphasizes the myriad benefits of open-weight models, stating that “startups, established businesses, academic institutions, and public entities can leverage advanced models without the burden of training from scratch or incurring exorbitant costs associated with frontier models.”

It further asserts, “Open weights also foster competition, which is crucial for ensuring the equitable distribution of AI advancements rather than their concentration in a select few.”

A total of 25 organizations and companies, including Meta, Dell Technologies, Mozilla, the Linux Foundation, and Hugging Face, endorsed the letter, illustrating a collective push for the open-weight paradigm.

Notably absent from the signatories are leading frontier AI providers—OpenAI, Anthropic, and Google. This absence likely stems from the letter’s proclamations about how accessible advanced models facilitate innovation, a subtle rebuke aimed at the established frontier players.

UPDATE: Following the letter’s release, OpenAI CEO Sam Altman tweeted his apparent endorsement. “I want the US to triumph in AI, both through open-source and proprietary models, and I am pleased to see this,” he commented. Elon Musk similarly tweeted his support.

On Saturday morning, Google CEO Sundar Pichai echoed this sentiment, tweeting: “Thrilled to support this on behalf of Google.

We have long benefited from open-source, contribute significantly to open-source initiatives, and have consistently offered open-weight models with Gemma through @GoogleDeepMind and [DeepMind CEO Demis Hassabis]. Onward!”

Contradicting public sentiments, The New York Times reports that OpenAI and Anthropic are actively lobbying lawmakers and regulatory bodies to impose limitations on open-source AI models.

Open Season on American IP?

The correspondence follows claims made by White House advisor Michael Kratsios, who, lacking substantiation, alleged that Moonshot employed AI distillation to replicate the reasoning and coding capabilities of Anthropic’s sophisticated Fable model.

Furthermore, U.S. Treasury Secretary Scott Bessent warned of potential reprisals against Moonshot and other Chinese AI enterprises perceived to be replicating American technologies through distillation.

We support open-source AI and the innovation it enables. However, open-source does not equate to an open season on American intellectual property.

Anthropic has criticized AI distillation tactics employed by Chinese firms as a form of intellectual property theft, warning of the dangers posed by unregulated AI models.

In contrast, Friday’s open letter advocates a more nuanced perspective, contending that relying exclusively on closed models lacks inherent safety, as these can be compromised, misused, or fail unnoticed. Such concentration of advanced AI capabilities within a limited scope of closed models exacerbates these risks.

The letter posits that AI distillation is a “commonly employed technique for model enhancement, assessment, and validation,” echoing a long-established tradition of innovating upon existing technologies, an ethos that has catalyzed advancements since the inception of the open-source software movement.

“Contrarily, illicit efforts to extract value from closed models generate legitimate apprehensions. These concerns should be rectified through precisely tailored legal and commercial frameworks, rather than sweeping restrictions on techniques pivotal to AI innovation,” the letter concludes.

Amidst the unfolding situation, indications suggest that the White House may be inclined to avoid imposing a stringent ban on Chinese models.

On Thursday, U.S. Commerce Secretary Howard Lutnick tweeted that the U.S. Center for AI Standards and Innovation evaluated Kimi K3 and determined it “significantly underperforms” compared to the nation’s leading models in cybersecurity capabilities.

“Kimi K3 lags behind the foremost U.S. frontier AI models,” Lutnick remarked. “The United States maintains a leading position in frontier AI, owing to the remarkable innovators and technologists that flourish here.”
